May I introduce myself as Head of the Department which deals with Hong Kong, among other territories.

The Governor of that Colony has recently asked for the services of a Consultant to advise on the planning and development of the port and two cities of Victoria and Kowloon, and it has been suggested that on your return from Cyprus you might be willing to consider paying a visit to Hong Kong for this purpose. The main points on which advice is required are (a) what is involved in preparing a plan, (b) the kind of planning organisation most suitable, and (c) an indication of general lines. is thought that this work would entail spending a l'ew weeks in the Colony. It is proposed to appoint a Town Planner for two or three years to work out a detailed plan. You are no doubt aware that Hong Kong is built on a steep rock, which, I imagine, means that Town Planning there presents problems of considerable interest as well as difficulty. There was need, even before the war, for the replanning and rebuilding of the old part of Victoria where Chinese housing conditions were recognised as bad, and, as in other places, the damage caused by the war offers a notable opportunity, of which we are anxious to take the fullest advantage, for carrying out improvements.
